REVIEW OF THE TWENTIETH REPORT
TRANSPORT AND THE ENVIRONMENT - DEVELOPMENTS SINCE 1994

An evaluation of the Royal Commission's Twentieth Report, Transport and the Environment - Developments since 1994 (Cm 3165, February 1996), was completed in 2002. It was carried out for the Commission by Malcolm Ferguson and Ian Skinner of the Institute for European Environmental Policy, London.

The Commission is most grateful to all those who helped IEEP in this task by agreeing to be interviewed or by providing information in other ways.
