Prepared in December 1999, the report describes the main environmental policy objectives that the land use planning system is now, or is likely to be, required to meet. It then considers the appropriateness of using the land use planning system in this way, and discusses the conflicts between different objectives. It concludes that, while the current system has the potential to deliver sustainable development objectives, it currently fails to do so. The complexity of the system is also noted as a major barrier to its efficient operation.
