Prepared in November 1999, the report describes the regimes in place, including those under the devolved administrations, and indicates their role within policy frameworks such as the Sustainable Development Strategy. It concludes that there are few obvious gaps in the systems in place, although integration is a problem, and that effective implementation of sustainable principles will be a major challenge over the next ten years.
