2.   TITLE:       Instruments and strategies for sustainable regional development

OBJECTIVE :
To identify the key ecological, economic and Social determinants of sustainability at the regional level through formulation of a multidimensional evaluation framework for sustainable regional development policies and strategies.

DESCRIPTION :
Sustainable development as a general policy objective calls for a change in regional development policies. New approaches of regional development policy, which have gained importance since the eighties correspond to the basic ideas of sustainable development. Yet they need a more elaborate set of reliable policy instruments. The project analyses and compares experiences gained in Austria, Germany, Italy, Ireland and Switzerland about the sustainability of regional development policies by

  • elaborating a multidimensional evaluation framework for regional development policies and strategies in terms of sustainability

  • analyzing and comparing experiences gained in typical regions of five European countries

  • identifying "key factors of sustainability" at the regional level and describe the range of suitable policy options

  • working out a set of most suitable and effective policy instruments for the sustainable reorientation of regional development

  • providing recommendations to European national and regional policy makers.

Environmental, economic and socio-cultural dimensions of sustainability are considered. The set of most suitable policy instruments to be developed includes legal and financial instruments as well as appropriate institutional settings and implementation procedures.
