I refer to the above study and the opportunity you provided for comment, which was forwarded to the Council by COSLA.

I apologise for the delay in responding. This is due to staff changes in our Environmental and Consumer Protection Department which caused delays in our own internal consultation process.

The Council welcomes the further study proposed in the document, but has no comments to make at this stage. The Council looks forward with interest to hearing about the outcome of the study, possibly through COSLA.
