I refer to the letter dated 21st July 1999 from Mr David Lewis, Secretary to the Commission, to Mr R McIvor, General Secretary to the Convention of Scottish Local Authorities, regarding the abovementioned study. Mr Lewis' letter has been forwarded by COSLA to local authorities for information and comment.

In so far as the duties of my Department of the Council are concerned I have no observations to offer regarding the document, however, as many of the issues contained therein relate to Agenda 21, colleagues in my Council's Planning and Strategic Development Department may provide you with more positive comments.
