Prepared in November 1999, the report focuses on issues rather than description or detailed procedural and institutional questions, giving particular attention to questions of policy integration, and reflecting the Commission's particular interest in the environmental dimensions of sustainable development. it describes unavoidable constraints, and suggests themes that a sustainable planning regime might adopt, before concluding with a list of issues it considers suitable for detailed Commission study.
