Advice in other forms

Respond to government consultation papers on other environmental
issues, and make other ad hoc statements, where it is likely the Commission
can in this way make a helpful contribution to policy and increase
the impact of its previous reports. |
Future studies

Establish by December 2001 a short-list of topics for the next major
study, and consult widely on this. |
Improving the Commission's effectiveness
| 14. |
Agree by August 2001 the Commission's annual review of activities,
covering the year 2000/01. |

Complete the 2001/02 Corporate Plan and submit it to DETR in July
2001. |
| 16. |
Review by July 2001 relevant developments since the Soil Report
was published in February 1996 and evaluate the report's effectiveness,
so that the conclusions can be taken into account in the Environmental
Planning Study and subsequent studies. |

Review by December 2001 relevant developments since the second Transport
Report was published in September 1997. |
Resources
| 18. |
Identify 'fit for purpose' new offices for the Commission by June
2001, and ensure that negotiations and works are complete so that
the Secretariat can move before the end of December 2001. |

Increase efficiency so as to reduce the proportion of total staff
time spent on general management and administration. |
| 20. |
Review the Commission's web site with a view to making it more user-friendly,
explore ways of streamlining its maintenance, and ensure it is kept
up to date. |

Maintain contacts with DETR Ministers and officials and those of
other Whitehall Departments, with Parliamentary committees and with
other key people in the environmental field. |

Continue to develop and promote the value of the Commission's work
to the administrations in Scotland, Wales and Northern Ireland, utilising
for this purpose meetings in Scotland in April 2001, Wales in September
2001 and Northern Ireland in autumn 2001. |

Maintain close and regular contacts with the Environment Agencies
in order to assess and contribute to their progress. |

Take maximum advantage of links with European institutions and advisory
bodies in other countries, including Professor Macrory's role as chair
of the steering committee of the network of European Environmental
